Founded in Windhoek in September 2025, Locum is building the infrastructure for healthcare staffing across Africa, starting in Namibia.
Why we exist
Locum staffing in Africa runs on spreadsheets and phone calls.
Healthcare facilities struggle to find qualified professionals at short notice. Locum professionals have no reliable way to discover shifts, track their hours, or get paid on time. Both sides deserve better tooling.
We started with Namibia because it is our home market - but the problem is regional. Locum is built from the start to scale across borders.

Axel Mukwena
Co-founder, Technology
Axel studied medicine at the University of Namibia before switching to computer science, graduating from the University of Macau in Data Science and AI. A senior software engineer at NZZ and co-founder of Silosset, Axel builds the Locum platform end to end.
Dr. Essar Mateus
Co-founder, Clinical
Essar is a medical doctor in Windhoek with an MBChB from the University of Namibia and a background in orthopaedic trauma. Essar brings the clinician's and the facility's side of locum work to how Locum is designed.
